Urging President Trump to invoke the Defense Production Act (DPA) for domestic manufacturing of much needed personal protective equipment (PPE) as healthcare personnel battle the coronavirus, and declaring an emergency.
Summary
WHEREAS, healthcare personnel do not have the personal protective equipment (PPE) necessary for the anticipated surge of coronavirus cases; and
WHEREAS, the top ten needed items are:
• Surgical gowns (all sizes)
• Face/surgical masks (adult and pediatric)
• Gloves (nitrile, vinyl or butyl)
• N-95 particulate respirators
• Isolation gowns
• Face shields
• Tyvek coveralls
• Thermometers
• Foot coverings
• Ventilator tubing; and
WHEREAS, the Defense Production Act (DPA) would allow the federal government to essentially conscript America’s domestic manufacturing capacity into making more of these supplies; NOW, THEREFORE,
Be it resolved by the Council of the City of Toledo:
SECTION 1. That Toledo City Council urges President Trump to invoke the Defense Production Act (DPA) for domestic manufacturing of much needed personal protective equipment (PPE) as healthcare personnel battle the coronavirus.
SECTION 2. That this Resolution is declared to be an emergency measure and shall take effect and be enforced from and after its adoption. The reason for the emergency lies in the fact that this Resolution is necessary for the immediate preservation of the public peace, health, safety and property and for the further reason that the immediate action is necessary in order for healthcare personnel to have the personal protective equipment (PPE) necessary for the anticipated surge of coronavirus cases.
