SUMMARY & BACKGROUND:
Ordinance 546-22 authorized professional services relating to the Sewer rate structures and debt issuances for its sanitary sewer utility. These services were used to establish the sewer rates through 2029 and to forecast operating and capital needs through 2035. It is necessary to continue using these professional services to monitor and update these projections as the City moves forward with the major improvements at the water reclamation plant. The Department would now like to waive TMC Chapter 187 to continue this work using Raftelis because they have already completed an intensive analysis of our water and sewer data to create the sewer rate model for the City. Using a different vendor would result in delays and additional cost.
Summary
NOW THEREFORE Be it ordained by the Council of the City of Toledo:
SECTION 1. That the Mayor is authorized enter into a three-year contract with Raftelis Financial Consultants, Inc. for ongoing rate and financial modeling and strategic planning services upon terms and conditions acceptable to the Director of Public Utilities and the Director of Law.
SECTION 2. That subject to annual appropriation, an expenditure in an amount not to exceed $350,000 is authorized from the Utility Administration Fund from Account Code 6078-31000-4000524STDSTD for the contract authorized in Section 1.
SECTION 3. That the Finance Director is authorized to issue their warrant or warrants against the Account Code an amount not to exceed the authorized in Section 2 in payment of the obligations authorized in Section 1 upon presentation of the proper voucher or vouchers.
SECTION 4. That this Council finds and determines it is in the best interest of the City to waive the competitive bidding provisions of TMC Chapter 187 for the reason that Raftelis is best suited to continue to provide timely and cost-effective modeling and planning services.
SECTION 5. That this Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage. The reason for the emergency lies in the fact that this Ordinance is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that this Ordinance must be immediately effective in order to prevent delays in modeling and continued planning.
