SUMMARY & BACKGROUND:

Metroparks Toledo is advancing the next phase of the Glass City Riverwalk by transforming Maritime Plaza, located beneath the Dr. Martin Luther King Jr. Memorial Bridge, into a signature public gathering space along Toledo's riverfront. As part of this effort, Metroparks Toledo, in partnership with the City and The Arts Commission of Greater Toledo, is working on the installation of an artistic lighting display that will illuminate the underside of the bridge structure and create a unique visual experience for residents and visitors.

 

The proposed installation will enhance public safety through improved lighting, activate an underutilized public space, strengthen connections between downtown and the Vistula neighborhood, and create a distinctive landmark that celebrates Toledo's ongoing investment in its waterfront. The project is intended to complement recent public and private investments along the riverfront and further establish the area as a regional destination for recreation, tourism, and community events.

 

The City and Metroparks Toledo are parties to a Development Agreement for the Glass City Riverwalk Project. In order to facilitate the installation and clarify the parties' respective responsibilities, an amendment to the existing Development Agreement is necessary. Additionally, the City desires to provide a grant in the amount of $100,000 from the City Center Tax Increment Financing Municipal Fund to assist with the installation of the project.

 

Approval of this ordinance will authorize the Mayor to execute the grant agreement and development agreement amendment, appropriate and expend the necessary funds, and allow the project to proceed in coordination with Metroparks Toledo.

 

Summary

NOW THEREFORE Be it ordained by the Council of the City of Toledo:

 

                     SECTION 1. That the Mayor is authorized to enter into a grant agreement with Metroparks Toledo for the installation of an artistic lighting display at Maritime Plaza under the Dr. Martin Luther King Jr. Memorial Bridge, upon such terms and conditions as approved by the Director of Economic Development and the Director of Law.

 

SECTION 2. That the Mayor is authorized to enter into a First Amendment to the Development Agreement for the Glass City Riverwalk Project, upon such terms and conditions shall be approved by the Director of Economic Development and the Director of Law.

 

SECTION 3. That the appropriation of $100,000 is authorized from the unappropriated balance of the City Center Tax Increment Financing Municipal Fund to Account Code 5035-16400-5661001STDSTD, and the expenditure of the same is authorized for expenditure as a grant to Metroparks Toledo for purposes of supporting the artistic lighting display at Maritime Plaza.

 

SECTION 4. That the Director of Finance is authorized to draw warrant or warrants against the above account code in payment of the above authorized obligations in an amount not to exceed that authorized in Section 3 upon presentation of the proper voucher or vouchers.

 

SECTION 5. That this Ordinance is declared to be an emergency measure and shall take effect and be in force immediately upon its passage. The reason for the emergency is that immediate action is necessary to ensure timely installation of the lighting art installation, maintain project construction schedules, coordinate with ongoing Glass City Riverwalk improvements, and preserve the public peace, health, safety, and welfare.
