Title

SUMMARY & BACKGROUND:
Toledo/Lucas County CareNet, founded in 2002 to assist uninsured residents, coordinates a countywide charity-care network and provides essential navigation services that hospitals cannot; connecting low-income families to medical care, social supports, and Medicaid/Marketplace coverage. As national trends such as insurance gaps, Medicaid disenrollment, and persistent health disparities continue to affect Toledo residents, CareNet plays a critical stabilizing role by offering long-term navigation, social-determinant support, and preventive care connections that reduce avoidable emergency room use. Serving 6,000 - 8,000 residents annually and more than 100,000 since its founding, CareNet has become vital public-health infrastructure supporting Toledo’s goals for youth, family, and workforce success, neighborhood stability, and economic mobility.
Summary
NOW THEREFORE Be it ordained by the Council of the City of Toledo:
SECTION 1. That the appropriation of $20,000 is authorized from the unappropriated balance of the General Fund to Account Code 1001-10700-537400-1121003STDSTD, and the expenditure of the same amount is authorized to support Toledo/Lucas County CareNet for healthcare access services, community health worker support, and enrollment navigation for uninsured and underinsured residents.
SECTION 2. That the Mayor is authorized to enter into an agreement with Toledo/Lucas County CareNet for the above-authorized purposes, upon written terms and conditions acceptable to the Director of Law and the Director of Diversity, Equity, and Inclusion.
SECTION 3. That the Director of Finance is authorized to draw a warrant or warrants against the above Account Code in an amount not to exceed $20,000 in payment of the above-authorized obligation upon presentation of proper voucher(s).
SECTION 4. That this ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage. The reason for the emergency lies in the fact that this ordinance is necessary for the immediate preservation of the public peace, health, safety, and property, and for the further reason that the ordinance must be immediately effective to ensure that Toledo/Lucas County CareNet can continue providing essential healthcare navigation, charity-care coordination, and community health worker services to vulnerable Toledo residents.
