SUMMARY & BACKGROUND:
The City of Toledo, Division of Parks and Recreation has been awarded Outdoor Recreation Legacy Partnership program funds granted by the National Park Service (NPS) to support the construction of a new entrance drive, parking lot, shelter house, splash pad, interpretive signage, and other improvements at Savage Park. There is a 100% grant match requirement associated with this award. The grant match will be accomplished through $766,000 allocated in the CIP budget, a $300,000 Community Development Block Grant awarded for the demolition of existing structures on the site, and donations from the Owens Corning Foundation and the Helping Hens Foundation. Work will begin in Summer 2025 and finish in Spring 2026
Summary
NOW THEREFORE Be it ordained by the Council of the City of Toledo:
SECTION 1. That the Mayor is authorized to accept and deposit a grant from the National Park Service (NPS) in the amount of $1,150,039 to support a revitalization project at Savage Park into the Capital Improvement Fund Account Code 504G-40100-8GA8659STDSTD
SECTION 2. That the appropriation of $1,150,039 is authorized from the unappropriated grant proceeds of the Capital Improvement Fund to Account Code 504G-40100-8GA8659STDSTD and the expenditure of same is authorized for the redevelopment of public access amenities at Savage Park.
SECTION 3. That the Mayor is authorized to expend the amount of $766,000 to meet the expected costs of the project and to satisfy local matching funds requirements of the Outdoor Recreation Legacy Partnership grant program from the Capital Improvement Fund Account Code 5040-40100-8CP2414SAVPRK.
SECTION 4. That the Mayor is authorized to accept bids and award contracts for the purposes specified above, upon terms and conditions acceptable to the Director of Parks and Youth Services and Director of Law.
SECTION 5. That the Finance Department is authorized to draw warrant or warrants against the Account Codes above in an amount not to exceed $1,916,039 in payment of the above-authorized obligations upon presentation of the proper voucher or vouchers.
SECTION 6. That this Ordinance, being an emergency measure, shall take effect and be in force from and after its passage. The reason for the emergency lies in the fact that the Ordinance is necessary for the immediate preservation of the public peace, health, safety, and property and for the further reason that this Ordinance must be immediately effective to timely receipt and deposit the grant funds.
