SUMMARY & BACKGROUND:
The Toledo Municipal Court was awarded $870,376.00 to improve probation services and access to treatment and educational programing for offenders in Toledo, Ohio. The Justice Reinvestment and Incentive Grant (J.R.I.G.) was awarded by the State of Ohio, Department of Rehabilitation and Correction, effective July 1, 2019 until June 30, 2021. This grant provides 100% funding for 1.5 FTE positions. The JRIG allows moderate and high risk offenders to receive community based substance abuse assessments, outpatient and residential substance abuse treatment, domestic violence counseling and employment counseling. It is anticipated the program will serve 700 offenders by June 30, 2019.
Summary
Now, therefore, Be it ordained by the Council of the City of Toledo:
SECTION 1. That the Mayor is authorized to accept grant funds in the amount of $870,376.00 from the State of Ohio, Department of Rehabilitation and Correction and deposit said amount into Account Code 2016-10800-3G00063STDSTD.
SECTION 2. That the Mayor, the Municipal Court Judges and the Municipal Court Administrator are authorized to enter into necessary contracts and agreement, under the terms acceptable to the Director of Law, the State of Ohio and the Ohio Department of Rehabilitation and Correction, to fulfill the purposes of the grant described herein.
SECTION 3. That the following positions are authorized and funded in the Account Code 2016-10800-3G00063STDSTD subject to the receipt of sufficient grant funding and its continued availability:

SECTION 4. That the Finance Director is authorized to draw his or her warrant or warrants against Account code 2016-10800-3G00063STDSTD in an amount equal to the amount awarded, received, and appropriated as set forth in Section 1 in payment of the obligations authorized above upon presentation of proper voucher or vouchers.
SECTION 5. That this Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage. The reason for the emergency lies in the fact that same is necessary for the immediate preservation of the public peace, health, safety, and property and for the further reason that the Ordinance must be immediately effective in order to accept the grant funds and continue the JRIG probation grant program for moderate and high risk offenders for this grant period.
