Title
Authorizing the disappropriation of $500,000 from the Capital Improvement Fund; authorizing the appropriation and expenditure of an amount not to exceed $2,000,000 from the Capital Improvement Fund for site development and renovations for the relocation of City of Toledo operations located at 1030 Water Street to 1189 W. Central Avenue and 301 N. Byrne Road; authorizing the Mayor to accept bids and award contracts for said site development and relocation; and declaring an emergency.

SUMMARY & BACKGROUND:
In order for the redevelopment of 1030 Water Street to occur, operations will need to be relocated to the current Department of Public Service and Department of Transportation buildings located at 1189 W. Central Ave. and 301 N. Byrne Road. Renovations including office space, locker rooms, fabrication shop, and storage areas will need to be completed.
Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:
SECTION 1. That the disappropriation of an amount not to exceed $500,000 is authorized from the Capital Improvement Fund Account Code 5040-23100-8CP2330CENAVE.
SECTION 2. That an amount not to exceed $2,000,000 is authorized for appropriation from the unappropriated balance of the Capital Improvement Fund to Account Code 5040-26100-8CP2406STDSTD and expenditure of same is authorized for site development and renovations for the relocation of City of Toledo operations located at 1030 Water Street to 1189 W. Central Avenue and 301 N. Byrne Road.
SECTION 3. That the Mayor is authorized to accept bids and award contracts for the purposes specified in Section 2, upon terms and conditions as approved by the Director of Law and the Director of Public Service.
SECTION 4. That the Director of Finance is authorized to draw their warrant or warrants against the Account Code in Section 1 in payment of the above authorized obligations in an amount not to exceed $2,000,000 upon presentation of the proper voucher or vouchers.
SECTION 5. That this Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage. The reason for the emergency lies in the fact that the same is necessary for the immediate preservation of the public peace, health, safety and property, and for further reason that the Ordinance must be immediately effective in order to allow the timely relocation of City of Toledo operations and redevelopment of Water Street site.
