Authorizing the appropriation of $141,825 in the General Fund for Civica CMI taxation software maintenance and services; authorizing the expenditure of $35,189 for same; and declaring an emergency.

SUMMARY & BACKGROUND:
This Ordinance authorizes the appropriation and expenditure of funds from the General Fund for the City’s Civica CMI taxation software. The 2023 annual maintenance cost for this software is $135,139 and is due at the end of January. Ordinance 627-22 approved an expenditure of $135,000 for this payment. This Ordinance authorizes the expenditure of an additional $139 to cover the total annual maintenance cost, as well as an additional $35,050 for software configuration for the implementation of lockbox services. The Division of Taxation plans to use lockbox services for expediting payment processing for tax payments this year.
Funds are included in the 2023 proposed budget for these purposes and this Ordinance appropriates $141,825 at this time so the annual payment can be completed and the lockbox services can be implemented for tax payment processing this year.
Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:
SECTION 1. That the appropriation of $141,825 is authorized from the General Fund to Account Code 1001-14400-1133001STDSTD for annual maintenance costs for the Civica CMI software and software configuration for the implementation of lockbox services.
SECTION 2. That the expenditure of $35,189 is authorized from the General Fund Account Code 1001-14400-1133001STDSTD for annual maintenance costs for the Civica CMI software and software configuration for the implementation of lockbox services.
SECTION 3. That the Finance Director is authorized to issue warrant or warrants against the above-mentioned Account Code in payment of the above authorized obligations upon presentation of proper voucher or vouchers in an amount not to exceed $35,189.
SECTION 4. That this Ordinance is declared to be an emergency measure and shall take effect from and after its passage. The reason for the emergency lies in the fact that this Ordinance is necessary for the immediate preservation of the public peace, health, safety, and property, and for the further reason that this Ordinance must immediately be effective in order to maintain without interruption the city’s tax authority system and to timely implement lockbox services for processing tax payments.
