SUMMARY & BACKGROUND:
The City of Toledo Fire and Rescue Department operates five (5) full time Lucas County Advanced Life Support Life Squads and one (1) part-time Advanced Life Support Life Squads seven days a week, in compliance with standards, regulations, and requirements established and monitored by the County. Emergency medical communications and paramedic life squad systems in Lucas County are a matter of public health and safety. It is the desire of the City of Toledo to enter into an agreement to provide emergency medical services to the residents of Lucas County in conjunction with Lucas County Emergency Medical Services (EMS) on a coordinated, county wide basis (“Agreement”).
Lucas County shall compensate Toledo for the cost of operating and staffing the Life Squads. The compensation rate for each full time Advanced Life Support Life Squad will be $201,099.03 for each full quarter and $125,686.89 for each full quarter for the part-time Advance Life Support Life Squad. Total annual compensation to Toledo under the Agreement is approximately $4,524,728 million. This Agreement continues the existing county wide EMS operational relationship between Lucas County Board of Commissioners and other Lucas county subdivisions. The Agreement is effective January 1, 2020 through December 31, 2020, with an option to extend the Agreement on a quarterly basis.
Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:
SECTION 1. That the Mayor is authorized to execute an agreement between the Lucas County Board of Commissioners, City of Toledo and other Lucas County subdivisions for county wide emergency medical services (the “Agreement”) effective for 2019 with an option for quarterly renewals thereafter, subject to terms and conditions approved by the Mayor, Fire Chief and the Director of Law.
SECTION 2. That the Mayor and Director of Finance are authorized to accept and deposit into Account Code 1001-53000-3351002STDSTD the payments received under the Agreement.
SECTION 3. That this Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage. The reason for the emergency lies in the fact that it is necessary for the immediate preservation of the public peace, health, safety, and property, and to ensure prompt implementation of the terms of the County Wide Emergency Medical Services Agreement to prevent any disruption in services.
