SUMMARY & BACKGROUND:

St. Paul’s Community Center (SPCC) has been operating the Winter Crises program for over 16 years with the support of the Lucas County Mental Health and Recovery Services Board (LCMHRSB), United Way, the Toledo Lucas County Homelessness Board (TLCHB) and the City of Toledo - Department of Housing and Community Development (DHCD) to keep people safe during the coldest months of the year.  SPCC operated a Winter Crises program at its location, 230 13th Street for approximately 35 individuals per night during the coldest nights of the year, from December 15th, 2025 to March 15th, 2026.  SPCC provided dinner, a hygiene kit, a cot and blankets and breakfast for each guest.  Intake consisted of modified data collection and all data was entered into the Homelessness Management Information System (HMIS).  Guests had access to hot showers, donated clothing, socks and undergarments, laundry facilities and a charging station.  Additional SPCC staff provided security and acted as a source for community referrals.  This legislation authorizes the disappropriation of $7,550.18 to reallocate the 2024 ESG funding (38th) year to provide the necessary funding for a Winter Crisis Shelter to address homelessness during the coldest months of the year in the Toledo community.  

 

The financial impact of this Ordinance is the ability to use prior year ESG funds to help support the Winter Crisis Shelter for the Toledo community’s homeless population during the coldest months of the year.  It allows SPCC to expand emergency shelter services to serve up to 35 additional individuals and still provide overnight stays for up to 35 individuals that are normally served during the cold winter months. 

Summary

NOW THEREFORE Be it ordained by the Council of the City of Toledo:

                     

SECTION 1.  That previously appropriated but unexpended ESG funds from the prior year, totaling $7,550.18 are authorized to be disappropriated from the previous ESG year (37th) and be re-appropriated per Schedule A, attached hereto and made a part herein in its entirety.

 

SECTION 2. That the re-appropriation of $7,550.18 from the unappropriated balance of the 37th Year Emergency Solutions Grant funds is authorized for expenditure per Schedule A; attached hereto and made a part herein in its entirety.

 

SECTION 3. That an expenditure not to exceed $7,550.18 is authorized and further authorizing any necessary agreements for the purposes listed in Schedule A subject to the terms and conditions deemed proper and requisite according to the Director of Law. 

 

SECTION 4. That the Finance Director is authorized to issue his warrant or warrants in an amount not to exceed $7,550.18 in payment of all obligations upon presentation of properly approved documentation.

 

SECTION 5.  That this Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage. The reason for the emergency is the fact that this Ordinance is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that same must be immediately effective in order to authorize the City to recapture and expend funds from the previous ESG Grant year for a Winter Crises Shelter.
