SUMMARY & BACKGROUND:

The Division of Water Reclamation utilizes numerous covered and uncovered tanks for processing and storage at the Bay View Water Reclamation Plant. The Division is working to increase the availability and redundancy of process tanks to satisfy both the Ohio and US EPA.

 

The Division has identified two digester tanks in the Solids Handling facility that require extensive cleaning and equipment rebuild. The Division advertised for bids earlier this year and received proposals that exceeded the funds that were allocated by Ordinance No. 307-23.

 

Ordinance No. 307-23 allocated $250,000 for Digester #2 Cleaning and $250,000 for Digester #7 Cleaning. This ordinance is seeking an additional $150,000 for Digester #2 Cleaning and an additional $150,000 for Digester #7 Cleaning, for a total of $300,000. The Division needs the additional funds to fund the Solids Handling Tank Cleaning Project at the Plant.

 

Summary

NOW THEREFORE Be it ordained by the Council of the City of Toledo:

 

SECTION 1. That the appropriation of $300,000 is authorized from the unappropriated balance of the Sanitary Sewer Replacement Fund to fund the two project accounts listed below for the completion of the Solids Handling Tank Cleaning Project at the Bay View Water Reclamation Plant; and the expenditure of the same is authorized.

SECTION 2.                     That the Mayor is authorized to accept bids and award contracts for professional, engineering, and construction services necessary for the completion of the Solids Handling Tank Cleaning Project at the Bay View Water Reclamation Plant, upon terms and conditions approved by the Director of Public Utilities and the Director of Law.

 

SECTION 3. That the Finance Director is authorized to issue their warrant or warrants against the Account Codes identified in Section 1 in the amount of $300,000 in payment of the obligations authorized herein upon presentation of the proper voucher or vouchers.

 

SECTION 4. That the disappropriation of any remaining budget to fund balance is authorized at project closeout.

 

                     SECTION 5. That this Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage. The reason for the emergency lies in the fact that this Ordinance is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that this Ordinance must be immediately effective in order to facilitate the Solids Handling Tank Cleaning Project at the Bay View Water Reclamation Plant.
