SUMMARY & BACKGROUND:
The City of Toledo, Division of Parks and Recreation is seeking authorization to apply for funds granted by Ohio Department of Natural Resources (ODNR) through their Coastal Management Assistance Grant program for design and engineering services related to the implementation of river access paths and overlooks at River Road Park. This project will include an accessible path from River Road to the shoreline of the Maumee River. The concept plan also includes a pergola structure and a public art installation. The grant requires a minimum 1:1 match from the City of Toledo. An application for District Improvements Funds in the amount of $56,600 has been approved to meet the matching funds requirement.
Summary
NOW THEREFORE Be it ordained by the Council of the City of Toledo:
SECTION 1. That the Mayor is authorized to apply for a grant from the Ohio Department of Natural Resources (ODNR) in the amount of $56,600 for design and engineering services related to the implementation of river access paths and overlooks at River Road Park.
SECTION 2. The Mayor is authorized to expend the amount of $56,600 to meet the expected costs of the project and to satisfy local matching funds requirements of the Coastal Management grant program from the Capital Improvement Fund Account Code 5040-10100-8CP2318DNGPRO in the event that the grant is awarded.
SECTION 3. That the Mayor is authorized to accept bids and award contracts for the purpose authorized in Section 1, upon terms and conditions acceptable to the Director of Parks and Youth Services and the Director of Law.
SECTION 4. That the Finance Department is authorized to draw warrant or warrants against the Account Code above in an amount not to exceed $56,600 in payment of the above-authorized obligations upon presentation of the proper voucher or vouchers.
SECTION 5. That this Ordinance, being an emergency measure, shall take effect and be in force from and after its passage. The reason for the emergency lies in the fact that the Ordinance is necessary for the immediate preservation of the public peace, health, safety, and property and for the further reason that this Ordinance must be immediately effective for timely application for the grant funds.
