SUMMARY & BACKGROUND:
Universal Filtration & Pumping Solutions, Inc. is the exclusive North American distributor for EMS, the original equipment manufacturer of the high-pressure pumps that are installed in the Solids Dewatering Facility at the Collins Park Water Treatment Plant (CPWTP). The Solids Dewatering Facility is a critical process in cost effectively handling the spent lime that is a byproduct of the treatment process at Collins Park. The Division of Water Treatment is seeking a contract with Universal Filtration & Pumping Solutions, Inc. in the amount of $26,430 for the purchase of pressure compensators in order to improve operational efficiency, throughput and reliability of the dewatering process at the CPWTP Solids Dewatering Facility. Funds are available in the Water Replacement Fund.
Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:
SECTION 1. That the appropriation of $26,430 is authorized from the unappropriated balance of the Water Replacement Fund to Account Code 6063-32000-4UC0624STDSTD for the purchase of pressure compensators for the high-pressure dewatering pumps at the CPWTP; and the expenditure of the same is authorized.
SECTION 2. That the Mayor is authorized to enter into a contract with Universal Filtration & Pumping Solutions, Inc. for the purchase of pressure compensators for the high-pressure dewatering pumps at the CPWTP, upon terms and conditions approved by the Director of Public Utilities and the Director of Law.
SECTION 3. That this Council finds and determines that it is in the best interest of the City to waive the competitive procurement provisions of TMC Chapter 187 for the reason that sole-source equipment standardization is critical for operation continuity and equipment availability within the Solids Dewatering Facility at the CPWTP and for the further reason of reducing the cost of spent lime disposal and reuse.
SECTION 4. That the Finance Director is authorized to issue their warrant or warrants against the account code identified in Section 1 in an amount not to exceed $26,430 in payment of the obligations authorized above upon presentation of the proper voucher or vouchers.
SECTION 5. That this Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage. The reason for the emergency lies in the fact that this Ordinance is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that this Ordinance must be immediately effective in order to improve the operational efficiency, throughput and reliability of the dewatering process at the CPWTP.
