SUMMARY & BACKGROUND:

In 2025 the Water Reclamation Plant (Plant) began Phase I of the Bay View Water Reclamation Plant Improvement Project. This project is estimated to take approximately 15 years and will involve multiple projects throughout the Plant. This resolution is to provide the necessary approval to allow the Mayor to apply and enter into agreements for various loans to fund the project so that necessary deadlines can be met for the WPCLF loans through DEFA. This resolution also establishes a dedicated source of repayment for such loans.

 

Summary

NOW THEREFORE Be it resolved by the Council of the City of Toledo:

 

                     SECTION 1. That this Council supports the Mayor’s applications to the OEPA Division of Environmental and Financial Assistance for funds for the following described projects:

 

                     Reynolds Area Road Pump Station Renovation

                     Secondary Tunnel Repairs

                     Sludge Preconditioning Pilot Study

                     EQ Basin Flushing Gate and CSO Grit Mixing Systems

                     Access Control System

                     Secondary RAS Pump and Valve Replacement

                     Windermere Pump Station Renovation

                     Ten Small Pump Stations

                     Class B Storage Facility

                     Misc. Projects to Facilitate Plan Implementation

                     Arlington Sewer Replacement Phase 2

 

                     SECTION 2. That the Mayor is authorized to sign and submit applications and any documentation as may be necessary and appropriate for entering into WPCLF loan agreements upon such terms and conditions as shall be approved by the Director of Public Utilities and the Director of Law. 

 

                     SECTION 3.  That subject to the projects described in Section 1 above being approved for loans, and future Council approval of the projects appropriation and expenditure, the dedicated source of repayment for said loan(s) shall be the unappropriated balance of the Sanitary Sewer Replacement Fund; however, that any loans for this project shall be subordinate to all of the City’s sanitary sewer revenue bonds.

 

                     SECTION 4. That subject to the projects described in Section 1 above being approved for loans, and future Council approval of the projects appropriation and expenditure, the dedicated source of payment of any loan application fee(s) shall be from the unappropriated balance of the Sanitary Sewer Replacement Fund.

 

                     SECTION 5.  That this Resolution is declared to be an emergency measure and shall be in force and effect from and after its passage.  The reason for the emergency lies in the fact that this Resolution is necessary for the immediate preservation of the public peace, health, safety, and property and for the further reason that this Resolution must be immediately effective in order to permit the timely submittal of loan applications for the above projects.

 

Vote on emergency clause:  yeas 10 nays 0.
