Title

SUMMARY & BACKGROUND:

This ordinance authorizes the city through its department of Building and Code Compliance to enter into a software as a service license agreement with Tolemi for their Building Blocks software.

 

Property level data currently exists in different city and county departments, federal and state government agencies, various community organizations, and most all within different software systems that do not interface with each other. To aggregate all of this data, the City of Toledo, utilizing the BuildingBlocks software will deliver a platform that provides city departments and appropriate stakeholders with an interactive tool to organize, search, view, archive, extract and analyze real property parcel data. This software platform will be a catalyst to bring city stakeholders together to diagnose problem properties, better identify opportunities for redevelopment, help deploy city resources in a more targeted and proactive manner in our neighborhoods, and more.

 

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

                    

                     SECTION 1. That the Mayor is authorized to enter into a software as a service license agreement with Tolemi for use of the BuildingBlocks Software for a term not to exceed five years upon terms and conditions approved by the Directors of ICT, Building and Code Compliance, and Law.

 

            SECTION 2. That, subject to appropriation, an expenditure in the amount not to exceed $120,000 annually is authorized from General Fund Account Code 1001-56400-5634001STDSTD for annual license costs and necessary software configuration and implementation services and agreements.

 

            SECTION 3. That this Council finds and determines it is in the best interest of the City to waive the competitive provisions of TMC Chapter 187 for the reason that after exhaustive market research performed by the Bloomberg Harvard Innovation Team, and Building and Code Compliance, and Public Service have concluded that the BuildingBlocks software of Tolemi is demonstrated to be the best performing software at a cost competitive pricing model.

 

SECTION 4.  That the Director of Finance is authorized to issue warrant or warrants against the above-mentioned Account Code in an amount not to exceed the amount stated in Section 2 in payment of the above authorized obligations upon presentation of proper voucher or vouchers.

 

                     SECTION 5.  That this Ordinance is declared to be an emergency measure and shall take effect and be in force immediately from and after its passage.  The reason for the emergency lies in the fact that this ordinance is necessary for the immediate preservation of the public peace, health, safety and property, and for the timely implementation of the software platform utilizing the BuildingBlocks software.
