Title

Authorizing the expenditure in an amount not to exceed $600,000 from the Water Replacement Fund for the purchase of laboratory equipment; authorizing the mayor to accept bids and enter into contracts; and declaring an emergency.

Body

SUMMARY & BACKGROUND:

The Collins Park Water Treatment Plant, will begin a laboratory renovation in early 2022.  It is the intent of this ordinance to expend up to $600,000 from the Water Replacement Fund for the purchase of laboratory equipment to be installed before the construction begins on the project.  This would include casework, sterilizing equipment, under-counter refrigeration units, turbidimeters, steam scrubber, and other lab-related equipment.  This equipment is necessary to maintain a safe, reliable water treatment system for the Water Treatment Plant.

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

SECTION 1. That the expenditure in an amount not to exceed $600,000 is authorized from Account Code 6063-32000-4UC2212STDSTD for the purchase of laboratory equipment.

SECTION 2. That the mayor is authorized to accept bids, and execute necessary contracts for the purchase of said equipment. All contracts terms and conditions shall be subject to approval by the Director of Public Utilities and the Director of Law.

SECTION 3. That the Finance Director is authorized to issue warrant or warrants against the above authorized account code in an amount not to exceed $600,000 in payment of the above authorized obligations upon presentation of the proper voucher or vouchers.

SECTION 4. That any remaining budget be returned to fund balance at project closeout and is authorized for disappropriation.

SECTION 5. That this Ordinance is declared to be an emergency measure and shall be in force and effect from and after passage. The reason for the emergency lies in the fact that this Ordinance is necessary for immediate preservation of the public peace, health, safety and property, and for the future reason that this Ordinance must be immediately effective in order to maintain a safe, reliable water treatment system for the Water Treatment Plant.
