SUMMARY & BACKGROUND:

This Ordinance is to authorize the Mayor to enter into an agreement for space usage at Owens Community College.  The Toledo Police Department has a well-established partnership with Owens Community College for TPD training since 1999.  The Space Usage Agreement defines space usage on the campus and provides to pay the amount to Owens Community College for the Law Enforcement Center Building used by the Toledo Police Academy. This agreement will be in effect from July 1, 2024 through June 30, 2027. 

 

Summary

NOW THEREFORE Be it ordained by the Council of the City of Toledo:

 

                     SECTION 1. That the Mayor is authorized to enter into a three-year space usage agreement with Owens Community College for the Toledo Police Academy upon terms and conditions acceptable to the Director of Police and the Director of Law. 

 

                     SECTION 2. That this Council finds and determines it is in the best interest of the City to waive the competitive procurement requirements of TMC Chapter 187 for the reason that the Owens Community College location continues to be a successful location for the training academy at a competitive cost.

 

                     SECTION 3. That, subject to annual appropriations, the amounts not to exceed $165,928 for the first year, $165,928 for the second year and $165,928 for the third year are authorized for expenditure from the General Fund Account Code 1001-52000-3381002STDSTD.

 

                     SECTION 4. That the Finance Director is authorized to draw her warrant or warrants against the above referenced Account Code in payment of the obligation authorized in Section 1 in amounts not to exceed those authorized above upon presentation of proper voucher or vouchers.

 

                     SECTION 5.  That this Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage. The reason for the emergency lies in the fact that it is necessary for the immediate preservation of the public peace, health, safety, and property and for the further reason that the Ordinance must be immediately effective in order to continue the use of the space for the Toledo Police Academy.
