SUMMARY & BACKGROUND:
Chemical feed systems are an important component to the treatment process and help support consistent plant operations and finished water quality. This ordinance authorizes the expenditure of funds for the purchase and installation of a new boiler system that will serve the soda ash and lime chemical feed processes at the Water Treatment Plant. The boiler is an essential component of the chemical feed process because soda ash and lime require properly heated water to promote consistent mixing, suspension, and delivery. Inadequate or unreliable heating can cause these chemicals to settle, harden, or feed inconsistently, which may result in buildup, plugging, increased maintenance demands, and reduced reliability of chemical application. Replacement of the boiler will help preserve treatment stability, support finished water quality, and reduce the risk of operational interruptions at the Water Treatment Plant.
Summary
NOW THEREFORE Be it ordained by the Council of the City of Toledo:
SECTION 1. That the appropriation of $125,000 is authorized from the Water Replacement Fund to Account Code 6063-32000-4UC2426STDSTD and the expenditure of same is authorized for the purchase a chemical feed system boiler and associated appurtenances.
SECTION 2. That the Mayor is authorized to accept bids and award contracts for the purposes specified in Section 1, upon terms and conditions as approved by the Director of Public Utilities and the Director of Law.
SECTION 3. That the Director of Finance is authorized to draw their warrant or warrants against the Account Code in Section 1 in an amount not to exceed $125,000 in payment of the above-authorized obligations upon presentation of proper voucher or vouchers.
SECTION 4. That this Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage. The reason for the emergency lies in the fact that same is necessary for the immediate preservation of the public peace, health, safety, and property. This Ordinance must be immediately effective in order to timely execute projects such that the Division remains in compliance with the applicable local, state and federal regulatory requirement.
