Title

SUMMARY & BACKGROUND:
The City of Toledo Prosecutor’s Office is implementing a case management system. The Matrix Prosecutor Case Management System will enable the City Prosecutor’s Office to move cases through its system accurately and efficiently. This software case management system will help modernize the Prosecutor’s Office along with improvements in meeting discovery obligations, analyzing data collection and providing transparency to the public. The system will be integrated with Criminal Justice Coordinating Council and allow for law enforcement interaction as well. The initial term of the subscription license agreement will be three years, subject to annual appropriations. No payments will be made until the system is in place and operating live.
Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:
SECTION 1. That the Mayor is authorized to enter into a subscription license agreement with Matrix Pointe Software, LLC for a Prosecutor Case Management System for a term not to exceed three years upon conditions as the Mayor and the Law Director deem requisite and proper.
SECTION 2. That an expenditure not to exceed $28,400 is authorized from the General Fund, Account Code 1001-12000-3379001STDSTD for the purposes identified in Section 1.
SECTION 3. That this Council finds it in the best interest of the City to waive the competitive procurement requirements of Toledo Municipal Code Chapter 187 for the reason to maintain integration with Criminal Justice Coordinating Council’s network and database.
SECTION 4. That the Director of Finance is authorized to draw a warrant or warrants against the above Account Codes in an amount not to exceed $28,400 annually, in payment of the above authorized obligations upon presentation of the proper voucher(s).
SECTION 5. That this Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage. The reason for the emergency lies in the fact that it is necessary for the immediate modernization and improved efficiency of the City Prosecutor’s Office.
