SUMMARY & BACKGROUND:

The Division of Water Distribution is looking to reduce water loss to ensure that the city is capitalizing on the potable water generated by Collins Park Water Treatment Plant. A key area of non-revenue water in the system comes from water main breaks that do not break the surface of the ground or road. The Division of Water Distribution is looking to purchase 75 mobile leak detectors as a proactive approach to water main repair. These mobile leak detectors will allow the city to create a leak detection network in areas that have aging infrastructure, and discover these non-surfacing water main breaks.                      

 

Summary

NOW THEREFORE Be it ordained by the Council of the City of Toledo:

 

                     SECTION 1. That the Mayor is authorized to accept bids and enter into contracts for the purchase of mobile leak detectors for water repairs city-wide, upon such terms and conditions as the Public Utilities Director and the Law Director deem requisite and proper.

 

SECTION 2.  That the appropriation of $150,000 is authorized from the unappropriated balance of the Water Replacement Fund to Account Code 6063-34000-4UC0925STDSTD and the expenditure of same is authorized for the purchase of mobile leak detectors.

 

SECTION 3. That the Director of Finance is authorized to issue their warrant or warrants against the Account Code listed in Section 2 in the amounts not to exceed $150,000 in payment of the above-authorized obligations upon the presentation of the proper voucher or vouchers.

 

SECTION 4.  That the disappropriation of any remaining budget to fund balance is authorized at project closeout.

 

SECTION 5. That this Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage.  The reason for the emergency lies in the fact that this Ordinance is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that this Ordinance must be immediately effective in order to continue management of critical elements in the City’s water distribution system.
