Title

SUMMARY & BACKGROUND:

The Bay View, East Side and Windermere Pump Stations were originally built in 1922, 1929 and 1978 respectively. The Bay View Pump Station is located at the Bay View Treatment Plant and is used to pump the combined sewage to the treatment facilities at the Treatment Plant. The East Side Pump Station is the largest pump station in east Toledo and is used to pump the combined sewage from east Toledo to the Treatment Plant. The Windermere Pump Station is the largest pump station in west Toledo and is used during wet weather to pump the combined sewage from west Toledo to the Treatment Plant. Several structural, mechanical and electrical renovation projects have been completed on these three pump stations over several decades. The Pump Station VFD Replacement Projects are needed to update the electrical motor and variable frequency drive components of six (6) raw sewage pumps, two (2) at each pump station, to maintain the operational integrity of the three pump stations during dry and wet weather conditions and to maintain compliance with the Ohio EPA’s NPDES discharge permit. This ordinance will provide funding from the Sewer Replacement Fund to perform design and construction services for the Pump Station VFD Replacement Projects.

 

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

 

SECTION 1.                      That the amount of $2,000,000 is authorized to be appropriated from the Sewer Replacement Fund into Account Code 6073-36000-4UC1118STDSTD, Pump Station VFD Replacement Projects, and said funds are authorized for expenditure related to the Pump Station VFD Replacement Projects.

 

SECTION 2.                      That the mayor is authorized to accept engineering proposals and construction bids and execute contracts and other necessary documents to facilitate the design and construction of the Pump Station VFD Replacement Projects, including the purchase of equipment, testing, permits, and related professional services, on such terms and conditions as the mayor and Director of Public Utilities may deem requisite and proper, and shall be subject to approval by the Department of Law.

 

SECTION 3.                       That the Finance Director is authorized to issue her warrant or warrants against the above mentioned Account Code in Section 1 in amounts not to exceed $2,000,000 in payment of the above authorized obligations upon presentation of proper voucher or vouchers.

 

SECTION 4.  That the disappropriation of any remaining budget is authorized at project closeout. 

 

SECTION 5.                     That this ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage.  The reason for the emergency lies in the fact that same is necessary for the immediate preservation of the public peace, health, safety and property and for the further reason that its passage is necessary to maintain the operational integrity of the three pump stations and to maintain compliance with the Ohio EPA’s NPDES discharge permit.
