SUMMARY & BACKGROUND:
The Division of Urban Beautification, in partnership with the Departments of Public Service, Public Utilities, and Engage Toledo, will continue the commitment of bringing recycling event opportunities to our community in 2024. These events are open to the public and provide the opportunity for participants to engage with a variety of vendors for recycling materials, hazardous waste, tires, televisions and other various electronics, personal documents, green waste, Styrofoam and other miscellaneous debris. This ordinance will authorize the expenditure for the thirteen (13) scheduled Clean Toledo recycling events in 2024, and to support the large volume of materials collected by vendors for proper recycling and disposal.
Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:
SECTION 1. That the expenditure amount not to exceed $375,000 is authorized from the General Fund, Account Code 1001-27100-1123001STDSTD, for the collection, hauling and processing of materials collected through the 2024 Clean Toledo recycling events.
SECTION 2. That the expenditure amount not to exceed $375,000 is authorized from the Department of Public Utilities, Environmental Services account codes 607A-38000-4000562STDSTD, and 6070-38000-4000562STDSTD, for the collection, hauling and processing of household hazardous waste (HHW) materials collected through the 2024 Clean Toledo recycling events.
SECTION 3. That this Council finds it in the best interest of the city to waive the competitive procurement requirements of TMC Section 187 for the tire recycling component of the Clean Toledo Program for the reason that EnviroTire is currently under contract with the City of Toledo and is able to provide continued uninterrupted tire disposal services at prevailing competitive market rates.
SECTION 4. That they mayor is authorized to enter into agreements with appropriate vendors for the purpose identified in Section 1 and 2 and upon such other terms and conditions acceptable to the Director of Public Service and the Director of Law.
SECTION 5. That the Finance Director is authorized to draw his/her warrant or warrants against the above account code in payment of all obligations authorized above in an amount not to exceed $375,000 upon presentation of proper voucher or vouchers.
SECTION 6. That this Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage. The reason for the emergency lies in the fact that the same is necessary for the immediate preservation of the public peace, health, safety and property, and for further reason that the Ordinance must be immediately effective in order to allow the timely execution of the recycling events this year.
