Title
Authorizing the Mayor to enter into a Grant Agreement with the Ohio Department of Development for the purpose of accepting the Lead Safe Ohio Fund Grant in the amount of $3,446,000; authorizing the deposit, appropriation, and expenditure of grant proceeds in the amount of $3,446,000; authorizing the Mayor to enter into agreements for the Lead Safe Program; and declaring an emergency.

SUMMARY & BACKGROUND:
The City of Toledo Department of Housing and Community Development (DHCD), applied for and received an award of $3,446,000 from the Ohio Department of Development (ODOD). This grant will allow the DHCD to expand its efforts to combat lead poisoning by supporting primary lead-based paint hazard control activities for owner-occupied homes, rental units and childcare facilities.
Summary
NOW THEREFORE Be it ordained by the Council of the City of Toledo:
SECTION 1. That the Mayor is authorized to enter into a Grant Agreement with the Ohio Department of Health in an amount not to exceed $3,446,000, for the purpose of funding and implementing the Lead Safe Ohio Fund Grant program.
SECTION 2. That the Mayor is authorized to accept and deposit $3,446,000 into the Operation Grants Fund Account Code 2016-16200-5G2023ODODLSO and further authorizing the expenditure of same.
SECTION 3. That the appropriation in the amount of $3,446,000 for the Lead Safe Ohio Fund Grant is authorized from the unappropriated grant proceeds in the Operation Grants Fund into Account Code 2016-16200-5G2023ODODLSO; and further authorizing the expenditure of same for the Lead Safe Ohio Fund Grant program.
SECTION 4. That the Mayor is authorized to enter into any necessary agreements for the purposes of administration of the grant, subject to the terms and conditions deemed proper and requisite according to the Director of Law and the Director of DHCD.
SECTION 5. That the Director of Finance is authorized to draw their warrant or warrants in an amount not to exceed $3,446,000 against the above Account Code in payment of all obligations authorized above upon presentation of proper voucher or vouchers.
SECTION 6. That this Ordinance is declared to be an emergency measure and shall take effect and be in force immediately from and after its passage. The reason for the emergency lies in the fact that same is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that this Ordinance must be immediately effective for the purpose to administer the Lead Safe Ohio Fund Grant program.
