SUMMARY & BACKGROUND:

The Low Service Pumping Station sends raw Lake Erie water to the Collins Park Water Treatment Plant to be processed. During a recent storm one of the two City owned substation transformers was damaged due to a lightning strike.  This event has left this critical station without redundancy and in a vulnerable condition.  The work is underway and replacement equipment has been ordered.

 

Summary

NOW THEREFORE Be it ordained by the Council of the City of Toledo:

 

                     SECTION 1. That the expenditure of an amount not to exceed $50,000 from the Water Operating Fund is authorized from Account Code 6060-32000-4000505STDSTD for the repair of the Low Service Pumping Station substation transformer.

 

                     SECTION 2.  That the Mayor is authorized to enter into a contract with Turner Electric Services LLC, for the emergency substation transformer repairs at the Low Service Pumping Station, upon terms and conditions approved by the Director of Public Utilities and the Director of Law.

 

                     SECTION 3. That this Council finds and determines it is in the best interest of the City to waive the competitive procurement provisions of TMC Chapter 187 for the reason Turner Electrical Services LLC is uniquely qualified for substation work and immediately ready to proceed with the emergency services to replace damaged equipment.

 

                     SECTION 4. That the Director of Finance is authorized to draw their warrant or warrants against the Account Code listed in Section 1 and for the purpose stated therein upon presentation of proper voucher or vouchers in an amount not to exceed $50,000.

 

                     SECTION 5. That this Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage. The reason for the emergency lies in the fact that same is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that this Ordinance must be effective immediately in order to maintain the supply of potable water to the region in an efficient manner.
