SUMMARY & BACKGROUND:
The Choice Neighborhoods Program is a place-based grant program which helps communities develop and implement locally driven comprehensive neighborhood plans to transform underserved neighborhoods into thriving communities with greater economic opportunity for all residents. The Choice Neighborhoods program focuses on three key elements:
• Housing - redevelop severely distressed public housing and HUD-assisted multifamily housing projects;
• Neighborhood - invest in and catalyze economic development-related improvements meant to revitalize the surrounding neighborhood; and
• People - improve the lives of housing residents through education, employment, and health care.
The development of a Choice Neighborhood transformation plan for a targeted underserved neighborhood is the first step in this program. Funding to develop the transformation plan is awarded through a highly competitive application process. Approval of the application will result in grant funding to develop the transformation plan, which typically requires a two-year period of community engagement.
The purpose of this ordinance is to authorize the expenditure of $150,000 from the General Fund for professional consulting services to work with the City and community stakeholders to complete and submit a Choice Neighborhood Planning Grant application for the Vistula neighborhood. Funding for the Choice Neighborhood Planning Grant professional consulting services was appropriated in the approved 2025 Budget (O-32-25)
Summary
NOW THEREFORE Be it ordained by the Council of the City of Toledo:
SECTION 1. That the expenditure of an amount not to exceed $150,000 is authorized from the General Fund Account Code 1001-10100-1112001STDSTD for payment of professional consulting services to complete a Choice Neighborhood Planning grant application for the Vistula neighborhood.
SECTION 2. That, the Mayor is authorized to enter accept bids and enter into an agreement with a professional consulting firm for the purposes authorized in Section 1, upon terms and conditions acceptable to the Director of Law and the Director of Housing and Community Development.
SECTION 3. That the Director of Finance is authorized to draw warrant or warrants against the above Account Code in payment of the obligations authorized above in an amount not to exceed $150,000 upon presentation of proper voucher or vouchers.
SECTION 4. That this Ordinance is declared to be an emergency measure and shall take effect and be in force immediately from and after its passage. The reason for the emergency lies in the fact that same is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that this Ordinance must be immediately effective for the purpose of timely completion of a Choice Neighborhood Planning Grant Application and submittal of the application to the US Department of Housing and Urban Development.
