Title

Authorizing the appropriation and expenditure of an amount not to exceed $100,000 from the Water Replacement Fund for the Heatherdowns Pump Station Influent Valve Project; authorizing the Mayor enter into a contract for the purchase of pump station valves; waiving the competitive bidding requirements of TMC Chapter 187; and declaring an emergency.

Body

SUMMARY & BACKGROUND:

The Heatherdowns Pump Station (HDPS) serves as a booster station for the High Service system and supplies approximately one-third of the water for a distribution system serving about 500,000 people. The station fills the reservoir through influent control valves used when reservoir levels are low.  The valves are pressure-sustaining and will automatically close if upstream pressure drops below a setpoint, protecting the system.

One Fill Valve is currently inoperable. This Ordinance authorizes the expenditure of up to $100,000 from the Water Replacement Fund to replace and repair fill valves at the Heatherdowns Pump Station.

Summary

NOW THEREFORE Be it ordained by the Council of the City of Toledo:

SECTION 1. That the appropriation of an amount not to exceed $100,000 is authorized from the Water Replacement Fund to Account Code 6063-32000-4UC1626STDSTD and the expenditure of the same is authorized for the Heatherdowns Pump Station Influent Valve Project.

SECTION 2. That the Mayor is authorized to enter into contract(s) for the Heatherdowns Pump Station Influent Valve Project, upon such terms and conditions as shall be approved by the Director of Public Utilities and the Director of Law.

SECTION 3. That this Council finds and determines it is in the best interest of the City to waive the competitive bidding requirements of TMC Chapter 187 for the reason that standardization is necessary to ensure continuity, compatibility, and operational efficiency.

SECTION 4. That the Finance Director is authorized to issue their warrant or warrants against the Account Code listed in Section 1 in an amount not to exceed $100,000 in payment of the above-authorized obligations upon presentation of the proper voucher or vouchers.

SECTION 5. That the disappropriation of any remaining budget to fund balance at project closeout is authorized.

SECTION 6. That this Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage. The reason for the emergency lies in the fact that same is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that this Ordinance must be effective immediately in order to maintain the supply of potable water to the region in an efficient manner.
