SUMMARY & BACKGROUND:

In 2024, the Department of Economic Development commissioned a Streetscape Enhancement Plan for the Huron and Madison Corridors. The plan recommended improvements to the corridors that includes street furnishings to foster better activation and utilization of the public realm.

 

The Toledo Warehouse District Association desires to implement the street furnishings recommendation from the plan. The street furnishings are a non-permanent public improvement to the Huron Street that will foster better activation and utilization of the right-of-way now, while the larger roadway reconstruction project is planned for.

 

The City Center Tax Increment Financing was established to fund public improvement projects like the Huron Street Furnishings Project. The Toledo Warehouse District Association (TWDA) will contribute $25,000 of its own funding to the project. The City and TWDA will enter into an Operations and Maintenance Agreement to clearly identify responsibilities for operations and maintenance of the city-owned street furnishings.

 

Summary

NOW THEREFORE Be it ordained by the Council of the City of Toledo:

 

                     SECTION 1. That the Mayor is authorized to enter into a grant agreement with the Toledo Warehouse District Association related to public improvements on Huron Street, upon such terms and conditions shall be approved by the Director of Economic Development and the Director of Law.

 

SECTION 2. That the amount of $25,000 is appropriated from the unappropriated balance of the City Center Tax Increment Financing Municipal Fund to Account Code 5035-16400-5661001STDSTD, and the expenditure of the same is authorized for reimbursement of eligible expenses associated with infrastructure improvements to Huron Street in support of the Huron Street Furnishings Project.

 

                     SECTION 3. That the Finance Director is authorized to issue their warrant or warrants against the Account Code identified in Section 2 in amounts not to exceed $25,000 in payment of the obligations incurred pursuant to the contracts authorized in Section 1 upon presentation of the proper voucher or vouchers.

                                         

                     SECTION 4. That this Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage.  The reason for the emergency lies in the fact that this Ordinance is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that this Ordinance must be immediately effective to provide funding for the infrastructure project.
