SUMMARY & BACKGROUND:

This Ordinance authorizes a contract for professional services related to performing historical evaluation of the current and former facilities located at Rev. H. V. Savage Park. The total amount of the contract is $12,875.  This level of historical evaluation is required in order to qualify for a $1,000,000 Outdoor Recreation Legacy Preservation Grant. The Department will use the data produced by this evaluation to inform planning processes on park development and revitalization.  It will also provide crucial information to bolster the ORLP grant application being pursued by the Department. 

 

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

 

                     SECTION 1.                      That the Mayor is authorized to enter into a contract with Mannik and Smith Group for professional services related to historical evaluations of facilities at Rev. H. V. Savage Park upon terms and conditions acceptable to the Director of Law and the Director of Parks and Youth Services.

 

SECTION 2.                      That the expenditure of an amount not to exceed $12,875 is authorized from the General Fund Account Code 1001-40100-7741001STDSTD for professional services at Rev. H. V. Savage Park.

 

SECTION 3. That this Council finds and determines it is in the best interest of the City to waive the competitive provisions of TMC Chapter 187 for the reason that Mannik and Smith Group has performed previous recent environmental and historical reviews at this site which allows this firm to be substantially more efficient at the proposed scope of work than any other comparable contractor.

 

SECTION 4.                      That the Director of Finance is authorized to issue warrant or warrants against the Account Code above in amounts not to exceed those authorized above in payment of the obligations incurred pursuant to the above-authorized contracts upon presentation of proper voucher or vouchers.  

                     

SECTION 5.                      That this Ordinance is declared to be an emergency and shall be in force and effect from and after its passage. The reason for the emergency lies in the fact that this Ordinance is necessary for the immediate preservation of the public peace, health, safety and property of the city and for the further reason that this ordinance must be immediately effective in order to be properly prepared for upcoming grant applications.
