SUMMARY & BACKGROUND:

The purpose of this ordinance is to provide funding in support of various 2023 international academic and cultural initiatives being pursued by Toledo Sister Cities International. These programs are geared toward enhancing the mission of Toledo Sister Cities International in promoting cultural, academic, economic activities and tourism.

 

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

 

SECTION 1.                     That $15,000 is appropriated from the unappropriated balance of the General Fund to Account Code 1001-10100-1112001STDSTD for the purpose of supporting various 2023 exchange programs of Toledo Sister Cities International.

 

SECTION 2. That an expenditure of an amount not to exceed $15,000 is authorized from the General Fund, Account Code 1001-10100-1112001STDSTD to provide support to Toledo Sister Cities International.

 

SECTION 3.                     That the Mayor is authorized to enter into necessary agreements for the purpose authorized in Section 1, upon terms and conditions acceptable to the Director of Law.

 

SECTION 4. That this Council finds and determines it is in the best interest of the City to waive the competitive procurement provisions of TMC Chapter 187 for the reason that Toledo Sister Cities International is a city affiliated non-profit organization is uniquely qualified in promoting cultural, academic, economic activities and tourism of the Toledo region.

 

SECTION 5.                     That the Director of Finance is authorized to draw warrant or warrants against the above Account Code in an amount not to exceed $15,000 in payment of the above authorized obligations upon the proper voucher or vouchers.

 

SECTION 6.                     That this Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage. The reason for the emergency lies in the fact that this ordinance is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that this ordinance must be immediately effective in order to provide support for international exchanges that supports the mission of Toledo Sister Cities International.

 

Vote on emergency clause:  yeas 10, nays 0.
