SUMMARY & BACKGROUND:

The Toledo Police Department has requested and received $9,995.71 in ARPA Crime Backlog Reduction grant funds from the Ohio Office of Criminal Justice Services. There is no match required for this grant. The grant funds will be used for the validation study required for the virtual comparison microscopy systems for the Crime Lab. Virtual Comparison Microscopy (VCM) provides powerful visualization and analytic tools for the comparison of detailed 3D surface topographies of shell casings and bullets. 

 

Summary

NOW THEREFORE Be it ordained by the Council of the City of Toledo:

 

SECTION 1.  That the Mayor is authorized to enter into a grant agreement with the Ohio Office of Criminal Justice Services and to accept and deposit Crime Backlog Reduction grant funds in the amount of $9,995.71 into the Operation Grants Fund Account Code 2016-52000-3G01442STDSTD.

 

SECTION 2.  That the appropriation of $9,995.71 is authorized from the unappropriated grant proceeds of the Operation Grants Fund to Account Code 2016-52000-3G01442STDSTD; and further authorizing the expenditure of same for the validation study for the virtual comparison microscopy systems.

 

SECTION 3. That the Mayor is authorized to accept bids and award contracts for the purposes specified in Section 2, upon terms and conditions acceptable to the Director of Police and the Director of Law.

 

SECTION 4.  That the Finance Director is authorized to draw warrants against the above-mentioned Account Code in an amount not to exceed $9,995.71 in payment of the obligations authorized above by the terms of the grant upon presentation of the proper voucher or vouchers.

 

SECTION 5.   That this Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage. The reason for the emergency lies in the fact that this ordinance is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that this ordinance must be immediately effective in order to timely satisfy the requirements of the grant.
