Authorizing the Mayor to enter into a three-month extension of the  Agreement with Ergometrics and Applied Personnel Research, Inc. for services to the City relating to development of written examinations and/or assessment centers for Fire Lieutenant and Fire Captain; authorizing the expenditure of an amount not exceed $60,000 from the General Fund; and declaring an emergency.

SUMMARY AND BACKGROUND:

Ord. 70-21 authorized a two-year contract with a one-year additional option to renew with Ergometrics and Applied Personnel Research, Inc. (“Ergometrics”) for entry-level recruitment, examination and physical ability services for Fire Fighters and Police Officers through Ergometrics’ National Testing Network, and custom promotional written exams and/or assessment center exercises for the ranks of Police Sergeant, Police Lieutenant, Police Captain, Fire Lieutenant and Fire Captain through Ergometrics. The Ordinance authorized an expenditure of $200,000 annually for the term of the contract. The current contract with Ergometrics is set to expire on March 17, 2024.  However, in order to complete written examinations and assessment centers for the positions of Fire Lieutenant and Fire Captain, the City is requesting to extend the current agreement by three (3) additional months, to June 17, 2024. Additionally, the Department has started the RFP process to review additional options prior to termination of the 3rd year of this contract.

Summary

 

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

 

           SECTION 1.                     That the Mayor is authorized to enter into a three-month extension of the agreement with Ergometrics for services to the City relating to written examinations and assessments centers for the positions of Fire Lieutenant and Fire Captain upon terms and conditions deemed proper and requisite according to the Director of Law and the Director of Human Resources.

 

                     SECTION 2. That the expenditure of an amount not to exceed $60,000 is authorized from the General Fund, Account Code 1001-17100-1156001STDSTD, for the services authorized in Section 1.

 

                     SECTION 3. That the Finance Director is authorized to draw warrant or warrants against the above Account Code in an amount not to exceed $60,000 in payment of the above-authorized obligations upon presentation of the proper voucher or vouchers.

 

SECTION 4.  That this Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage.  The reason for the emergency lies in the fact that same is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that the Ordinance must be immediately effective in order to maintain services beneficial and necessary to the City and its employees.
