SUMMARY & BACKGROUND:
As part of its Water Reclamation Plant (WRP) Improvement Program the city is working with a Design Engineering Consultant for its Smaller Pump Stations Replacement - Package 1 Project. The Consultant will assist the city by providing professional project management, design, limited construction support services, and coordination of a multi-disciplined engineering team related to design and commissioning of smaller pump stations.
The Division of Water Reclamation is seeking a contract with Ribway Engineering Group, Inc. in an amount not to exceed $1,020,00 for the improvements in order to maintain efficient operation.
Summary
NOW THEREFORE Be it ordained by the Council of the City of Toledo:
SECTION 1. That the expenditure of an amount not to exceed $1,020,000 is authorized from the Sewer Replacement Fund to Account Code 673L-36000-4UL3426STDSTD for the Smaller Pump Station Replacement - Package 1.
SECTION 2. That the Mayor is authorized to enter into a contract with Ribway Engineering Group, Inc. for the Smaller Pump Station Replacement - Package 1, upon terms and conditions approved by the Director of Public Utilities and the Director of Law.
SECTION 3. That this Council finds and determines it is in the best interest of the City to waive the competitive procurement provisions of TMC Chapter 187.
SECTION 4. That the Finance Director is hereby authorized to issue their warrant or warrants against the account code identified in Section 1 in an amount not to exceed $1,020,000 in payment of the obligations authorized above upon presentation of the proper voucher or vouchers.
SECTION 5. That any remaining budget to fund balance at project closeout is authorized for disappropriation.
SECTION 6. That this Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage. The reason for the emergency lies in the fact that this Ordinance is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that this Ordinance must be immediately effective in order to complete the Small Pump Station projects at the Water Reclamation Facility.
