Title

SUMMARY & BACKGROUND:

This ordinance authorizes the acceptance, deposit, appropriation, and expenditure of $36,430.00 from a Project Safe Neighborhoods grant 2020-PS-PSN-483A. This ordinance further authorizes the total expenditure of $42,930.00 with i2 Colossus, Inc. The additional amount of $6,500.00 from general fund is requested to complete this purchase. i2 Colossus, Inc. is the current provider of crime analysis link software therefore; this software requires waiving of competitive bidding.

 

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

 

SECTION 1.  That the Mayor is authorized to enter into a grant agreement with the Northern Ohio Violent Crimes Consortium and to accept and deposit Project Safe Neighborhoods Grant proceeds for $36,430.00 into the Operation Grants Fund Account Code 2016-52000-3G20193STDSTD.

 

            SECTION 2. That the Mayor is hereby authorized to enter into a three agreement with i2 Colossus, Inc. for crime analysis link software.   

 

SECTION 3.  That the appropriation of $36,430.00 is authorized from the unappropriated grant proceeds of the Operation Grants Fund to Account Code 2016-52000-3G20193STDSTD; and further authorizing the expenditure of same for i2 Colossus, Inc. crime analysis link software.

 

SECTION 4. That the amount not to exceed $6,500.00 is authorized for expenditure from General Fund Account Code 1001/52000/3381002STDSTD for the purchase of i2 Colossus, Inc. crime analysis link software.

 

SECTION 5. That this council finds it in the best interest of the city to waive the competitive bidding requirements of TMC Chapter 187 for the reason that i2 Colossus, Inc. is the current provider of crime analysis link software to the Toledo Police Department.

 

SECTION 6.  That the Finance Director is authorized to draw warrant or warrants against the above mentioned Account Codes in an amount not to exceed $36,430.00 from the unappropriated grant proceeds of the Operation Grants Fund and $6,500.00 from the General Fund. In payment of the obligations authorized above by the terms of the grant upon presentation of the proper voucher or vouchers.

 

SECTION 7.  That this Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage. The reason for the emergency lies in the fact that this ordinance is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that this ordinance must be immediately effective in order to timely satisfy the requirements of the grant.
