Title

SUMMARY & BACKGROUND:

The Division of Engineering Services has reviewed the last four roadway reconstruction projects bid under the 2018 General Resurfacing Program which have been above historical/estimated costs for the projects.  The 2018 General Resurfacing Program is underway, however bids will be accepted on nine (9) reconstruction and one (1) reclamation project(s) within the next 30 days and, given the increase in prices, Engineering Services will not be able to complete the roadway projects within the 2018 program without additional funds.  Fortunately, early bidding, economies of scale, and various external factors have contributed to cost savings under the Roadway Matches & Planning Program. This ordinance authorizes the disappropriation of $1,858,376 from the Roadway Matches & Planning Program authorized under Ord. 32-18 and $500,000 from Various Improvement Projects authorized under Ord. 447-17; and the appropriation of the same into the 2018 General Resurfacing Program, thus allowing for the successful completion of all the planned street construction projects in both programs.  Expedient passage of this ordinance is critical in ensuring that opened bids for the projects can be awarded in a timely fashion to allow for completion of the roads this year.

 

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

 

SECTION 1.  That the following disappropriations are authorized in the Capital Improvement Fund:

 

 

SECTION 2.  That an amount not to exceed $2,358,376 is appropriated from the Capital Improvement Program Fund to Account Code 5040-35000-8CP1805RESPAV (2018 Resurfacing); and further authorizing the expenditure of same for the 2018 General Resurfacing Program.

 

SECTION 3.  That the mayor is authorized to prepare plans and specifications, as well as authorized to accept bids and execute necessary contracts to complete the 2018 CIP road projects including such items as labor, materials, construction testing, professional services, property appraisals, title work, negotiations, acquisition, and environmental contamination studies that are necessary to acquire additional rights-of-way.  Said contracts shall contain such terms and conditions as the mayor may deem requisite and proper and shall be subject to approval by the Director of Public Utilities and the Department of Law.

 

SECTION 4. That the Finance Director is authorized to issue her warrant or warrants against the account code identified in Section 2, in an amount not to exceed $2,358,376 in payment of the obligations above upon presentation of the proper voucher or vouchers.

 

SECTION 5.  That the disappropriation of any remaining budget to fund balance is authorized at project closeout.

 

SECTION 6. That this ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage.  The reason for the emergency lies in the fact that this ordinance is necessary for the immediate preservation of the public peace, health, safety, and property and for the further reason that this ordinance must be immediately effective in order to facilitate this work being bid, awarded, and constructed before the end of the current construction season.
