Authorizing the Mayor to accept bids and award contracts for construction services to repair a 60-inch steel water transmission main; authorizing an expenditure of an amount not to exceed $150,000 from the Water Replacement Fund; and declaring an emergency.

SUMMARY & BACKGROUND:

The Division of Water Distribution discovered a leak on the 60-inch steel transmission main located on Woodruff Avenue.  The Division was unable to isolate the 60-inch main. Damage to existing valves was identified that could not be repaired without extending the original shut down. In order to extend the shutdown to accommodate for the damaged valves, St. Vincent’s Hospital would be without service for an extended period of time.  Due to this fact, the repair has to be made while the main is still under pressure.

 

The only fitting that was found that could accommodate the size of the pipe and material needed to resist corrosion was the Westatlantic Split Barrel Repair Clamp.  This clamp will be installed while the main remains under pressure. The Division is not equipped to perform the repair due to the size and depth of the excavation. The repair includes a securing the trench to allow for safe entry, installation of the repair clamp, quality assurance testing of the repair clamp, backfill, and restoration of the roadway to its original condition.  This Ordinance authorizes the Mayor to accept bids and award contracts and payment of an amount not to exceed $150,000 for said labor.  Budget is available in the Water Replacement Fund for this purpose.

 

Summary

NOW THEREFORE Be it ordained by the Council of the City of Toledo:

 

                     SECTION 1. That the Mayor is authorized to accept bids and enter into a contract for the repair of the of 60-inch steel water transmission main, upon the terms and conditions acceptable to the Director of Law and the Director of Public Utilities.

                                          

SECTION 2.  That the expenditure of an amount not to exceed $150,000 is authorized from the Water Replacement Fund Account Code 6063-34000-4UC2523STDSTD for payment for the purposes identified in Section 1.

                     

                     SECTION 3.                     That the Director of Finance is authorized to issue their warrant or warrants against the Account Code above in the amounts not to exceed those authorized above in payment of the obligations incurred pursuant to the above-authorized contracts upon presentation of proper voucher or vouchers.

 

                     SECTION 4.                     That this Ordinance is declared to be an emergency and shall take effect and be in force from and after its passage.  The reason for the emergency lies in the fact that this Ordinance is necessary for the immediate preservation of the public peace, health, safety and property of the City and for the further reason that this Ordinance must be immediately effective in order to permit the earliest possible repair of critical elements in the City of Toledo’s Water Distribution System.
