SUMMARY & BACKGROUND:
The purpose of this Ordinance is to enter into a contract for the Community Engagement and the Use of Boards and Commissions Project that was budgeted in the HRC’s 2025 budget. This project was informally bid with four respondents submitting proposals.
The City’s Boards and Commissions play a crucial role in providing valuable input on various issues affecting the community. Effective community engagement is essential for these bodies to operate successfully and represent the diverse voices of Toledo’s residents.
In an effort to enhance participation, ensure inclusivity, and improve the overall functionality of the City’s boards and commissions, the HRC recommends an analysis of the core purpose, structure, and operating procedures of these bodies.
The primary objectives of this project are to assess the current strategies for community engagement utilized by the city, evaluate the effectiveness and participation levels of the city’s boards and commissions, identify barriers to engagement and participation within these structures, and provide actionable recommendations to enhance community involvement and the effectiveness of boards and commissions.
Summary
NOW THEREFORE Be it ordained by the Council of the City of Toledo:
SECTION 1. That the Mayor is authorized to enter into an agreement with Bowling Green State University Center for Regional Development for the provision of an analysis of the City’s boards and commissions upon terms and conditions acceptable to the Director of Law and the Commissioner of the Human Relations Commission.
SECTION 2. That the expenditure of an amount not to exceed $51,000 is authorized from the General Fund Account Code 1001-10600-1127001STDSTD for the purpose authorized in Section 1.
SECTION 3. That this Council finds and determines it is in the best interest of the City to waive the formal bidding provisions of the Toledo Municipal Code Chapter 187 for the reason that bids were solicited and Bowling Green State University Center for Regional Development has unique insight to analyze the city’s community engagement and use of boards and commissions given its work with other City offices conducting similar analyses. This allows for a comprehensive overview of the functionality of the City’s structures.
SECTION 4. That the Finance Director is authorized to draw warrant or warrants against the above Account Code in an amount not to exceed $51,000 in payment of the above-authorized obligations upon the proper voucher or vouchers.
SECTION 5. That this Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage. The reason for the emergency lies in the fact that this ordinance is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that this ordinance must be immediately effective in order to timely continue this project that is occurring in 2025.
