Urging the Mayor’s office in conjunction with City Council to reduce the 2027 and 2028 budgets by Ten Million Dollars per year; and declaring an emergency.
Summary
SUMMARY & BACKGROUND:
The budgeting process for the 2026 municipal budget has been somewhat contentious and difficult.
The City is facing a wind down of the federal aid it was dependent upon. The City needs to protect the investments made, that ARPA enabled, while considering the long-term health of the General Fund and stop the transfer from the CIP and Stabilization Fund to balance the budget. This has become an automatic fallback feature.
While the City looks to protect the long-term health of the General Fund and the Stabilization Fund, there needs to be real legislative oversight and engagement through the budgeting process.
We need to maintain fiscal discipline to reduce spending while preserving and protecting the essential services which best serve the citizens of Toledo.
We are calling for the Mayor’s office to present a reset of the budget and a need to take advantage of the tough times presented to us to determine how departments can function in a more efficient and effective manner. We must leave no stone unturned in this time of economic uncertainty and instability.
NOW THEREFORE, Be it resolved by the Council of the City of Toledo:
SECTION 1. That this City Council declares its intention to expect the Mayor, in the 2027 and 2028 proposed budgets, cut our transfer from the City’s Stabilization Fund by Ten Million Dollars per year.
SECTION 2. That this Resolution is hereby declared to be an emergency measure and shall be in force and effect from and after its passage. The reason for the emergency lies in the fact that the same is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that the fiscal stability of the City of Toledo in future years is of utmost priority.
