Authorizing the Mayor to enter into a one-year agreement, with the option to renew for two additional years, for a community access software subscription, implementation fees and licensing; authorizing the initial expenditure of an amount not to exceed $18,360 and $15,000 annually for two subsequent years from the General Fund; and declaring an emergency.

SUMMARY & BACKGROUND:

This ordinance authorizes expending $18,360 for the purchase and implementation of software that will enable the community to more easily make reservations of park shelters, athletic fields, and other park amenities.  It will also provide a platform for access to other programmatic offerings.  Examples include swim lessons, special events, and other recreation programs developed in the future.  The software will also have a component that allows the Department of Parks & Youth Services to establish and run a vibrant volunteer program.

 

The Parks and Youth Services Department seeks to utilize purchasing consortium pricing to engage in a one-year agreement, with the option for two additional years, with the software provider which allows for annual payments not to exceed $15,000 for the software license.

 

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

 

SECTION 1.  That the Mayor is authorized to enter into a one-year contract with the option to renew for two (2) additional one-year terms utilizing cooperative purchasing agreements for community access software, upon terms and conditions acceptable to the Director of Parks and Youth Services and the Director of Law.

SECTION 2.  That, subject to appropriation, the expenditure of an amount not exceed $48,360 over the term of the agreement is authorized from General Fund Account Code 1001-40100-7000301STDSTD for the purpose authorized in Section 1.

 

                     SECTION 3.  That the Finance Director is authorized to draw warrant or warrants against the above Account Code in payment of the above-authorized obligations in an amount not to exceed $48,360 upon presentation of the proper voucher or vouchers.

 

SECTION 4.  That this Ordinance, being an emergency measure, shall take effect and be in force from and after its passage. The reason for the emergency lies in the fact that the Ordinance is necessary for the immediate preservation of the public peace, health, safety and property and for the further reason that this Ordinance must be immediately effective in order to advance better access for the community to park assets.
