SUMMARY & BACKGROUND:
The Division of Water Reclamation uses grinders of various sizes and in various applications to reduce the particle size of debris in raw wastewater that would otherwise not be broken down by the treatment processes and would result in increased wear and also plugging of pumps. The Division of Water Reclamation requested bids and JWC Environmental was determined to be the best bid in the amount of $38,222 for the purchase of a twin shaft grinder to maintain the redundancy of debris removal in the sewage collection system in the Reynolds Area Pump Station and to protect downstream equipment from the effects of debris. Funds are available in the Sanitary Sewer Replacement Fund.
Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:
SECTION 1. That the appropriation of $38,222 is authorized from the unappropriated balance of the Sewer Replacement Fund to Account Code 6073-36000-4UC4923STDSTD for the purchase of a twin shaft grinder for the removal of debris from raw wastewater at the Reynolds Area Pump Station and the expenditure of the same is authorized.
SECTION 2. That the Mayor is authorized to enter into a contract for the purchase of a twin shaft grinder for Reynolds Area Pump Station, upon terms and conditions approved by the Director of Public Utilities and the Director of Law.
SECTION 3. That the Finance Director is authorized to issue warrant or warrants against the Account Code identified in Section 1 in an amount not to exceed $38,222 in payment of the obligations authorized above upon presentation of the proper voucher or vouchers.
SECTION 4. That any remaining budget to fund balance at project closeout is authorized for disappropriation.
SECTION 5. That this Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage. The reason for the emergency lies in the fact that this Ordinance is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that this Ordinance must be immediately effective in order to purchase a twin shaft grinder for use in the sewage collection system.
