SUMMARY & BACKGROUND:

The City requested bids for population health management and wellness services from November 4, 2022 to December 6, 2022.  A total of fourteen (14) companies responded. McGohan Brabender, the City’s benefit consultants, recommended four (4) submissions for further review by the Healthcare Cost Containment Committee. Following several presentations from the recommended companies, the Committee voted unanimously to recommend Wellworks for You to perform these services. In addition, the City will be receiving $100,000 annually from the Anthem Wellness Fund to offset the costs of the wellness program.

 

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

 

SECTION 1. That the Mayor is authorized to enter into an agreement for population health management and wellness services for a term not to exceed three (3) years, with an option to renew for up to two (2) additional years, and upon other terms and conditions deemed proper and requisite according to the Mayor, Director of Law, and the Director of Human Resources.

 

SECTION 2.                     That expenditure of funds in the amount necessary for population health management and wellness services is authorized from the Healthcare Internal Service Fund Account Code 7083-17100-1156001STDSTD.

 

SECTION 3.                      That the Director of Finance is authorized to draw warrant or warrants against the Account Code in Section 2 in payment of the authorized obligations upon presentation of proper voucher or vouchers.  

 

SECTION 4. That this Ordinance is declared an emergency measure and shall be in force and effect from and after its passage. The reason for the emergency lies in the fact that it is necessary for the immediate preservation of public peace, health, safety, and property, and for the further reason that the Ordinance must be immediately effective in order to improve the overall physical and emotional well-being of the City of Toledo’s employees and their dependents.
