SUMMARY & BACKGROUND:
The Energy Efficiency and Conservation Block Grant (EECBG) Program, funded by the Infrastructure Investment and Jobs Act (IIJA) of 2021, provides $550 million to local governments, states, and tribes to implement projects that reduce energy use, improve building efficiency, and support the installation of renewable energy technologies. A key component of the program is its noncompetitive formula grants, which allocate funding directly to eligible jurisdictions, allowing them to design and implement customized energy saving initiatives. The program aims to promote cost savings, reduce greenhouse gas emissions, and enhance sustainability at the local level.
Under this program, the City of Toledo has been awarded $285,750 to improve building energy efficiency. City staff evaluated facilities in greatest need of upgrades. Fire Station 21, located at the intersection of South Detroit and Glendale Avenues, was identified as the highest priority due to its original 1929 windows and outdated boiler-based heating system. The grant will fund the installation of a modern HVAC system to improve efficiency and performance. This funding requires no local match.
Summary
NOW THEREFORE Be it ordained by the Council of the City of Toledo:
SECTION 1. That the Mayor is authorized to enter into a grant agreement with the U.S. Department of Energy to accept and deposit Energy Efficiency and Conservation Community Block Grant funds in the amount of $285,750 into the Capital Improvement Fund Account Code 540G-53000-8GA5423STDSTD.
SECTION 2. That the appropriation of $285,750 is authorized from the unappropriated grant proceeds of the Capital Improvement Fund to Account Code 540G-53000-8GA5423STDSTD and expenditure of the same is authorized for facility improvements at Fire Station 21.
SECTION 3. That the Mayor is authorized to accept bids and award contracts for the purposes authorized above, upon terms and acceptable to Director of Public Service and the Director of Law.
SECTION 4. That the Director of Finance is authorized to issue warrant or warrants against the above-mentioned Account Code in an amount not to exceed that authorized above in payment of the obligations authorized above by the terms of the grant upon presentation of the proper voucher or vouchers.
SECTION 5. That this Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage. The reason for the emergency lies in the fact that this ordinance is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that this ordinance must be immediately effective in order to timely administer the grant.
