SUMMARY & BACKGROUND:
Ordinance 220-13 previously authorized funding for the Pump, Motor, Large Valve, Repair/Rebuild/Replacement project for the Collins Park Water Treatment Plant. This project is to address the concerns of the Ohio EPA of the deteriorating condition of major equipment at the treatment plant and the need for improvements to maintain a reliable regional water system. To provide additional funds to complete improvements at the High Service Pump Station, this ordinance authorizes reappropriating monies remaining from completed projects funded from the Series 2013 Bond Issuance.
Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:
SECTION 1. That the following projects in the Water Bond Improvement Fund are reduced of encumbrances, disappropriated and closed:

SECTION 2. That an amount not to exceed $151,208.95 is appropriated from the bond proceeds in the Water Bond Improvement Fund in account code 6062-32000-4UB2113STDSTD (Pump, Motor, Large Valve, Repair/Rebuild/Replacement); and authorizing expenditure of same.
SECTION 3. That the mayor is authorized to execute necessary contract(s) for construction, testing, permits, and other related work, tasks, equipment and materials needed for the Pump, Motor, Large Valve, Repair/Rebuild/Replacement project upon such terms and conditions shall be approved by the Director of Public Utilities and Director of Law.
SECTION 4. That the finance director is authorized to issue his warrant or warrants against the account code identified in Section 2 in an amount not to exceed $151,208.95 in payment of the obligations incurred pursuant to the contract(s) authorized in Section 3 upon presentation of the proper voucher or vouchers.
SECTION 5. That the disappropriation of any remaining budget to fund balance is authorized at project closeout.
SECTION 6. That this ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage. The reason for the emergency lies in the fact that this ordinance is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that this ordinance must be immediately effective in order to ensure the uninterrupted distribution of quality potable drinking water to the citizens of the entire region.
