communication plan and the contractor training / vetting processes

The DHCD is currently working with Marketing and Communications on an anticipated program roll-out the week of 6/1/2026. It will include:

Media releases prior to the event on social media outlets

A press conference at an active job site showcasing lead hazard control work,

family representation of a child with elevated lead levels (working with Health Department to identify and get permission),

Emphasis on landlord participation and access to grant resources for lead certification compliance

Highlighting the Lead Resource Center partnership for outreach, education and training.

Lead contractor and worker training will be offered by the Lead Resource Center. A training schedule is being developed but will include: four lead abatement contractor and worker trainings annually in addition to 4 Lead Risk Assessor trainings and four Renovate, Repair and Paint (RRP) trainings.

Schedules for the trainings will be posted on the City of Toledo’s DHCD web page and the Toledo Lead Safe website.

The lead Resource Center will also be conducting six outreach events annually.

The Lead Hazard Control Grant Program will be utilizing PlanetBids to vet contractors through an RFQ to work directly with the program. The vetting process will include evidence of contractor capacity and experience:

ODH State Lead Abatement Contractor license (HUD/ODH requirement)

Established workers with an ODH State Lead Abatement Worker license (HUD/ODH requirement)

System for Award Management (SAM) registration @ SAM.gov (HUD requirement)

City of Toledo vendor registration (City of Toledo requirement)

Division of Taxation Business Registration Form (City of Toledo requirement)

Liability Insurance covering the City of Toledo (City of Toledo requirement)

Worker’s Comp Certificate (City of Toledo requirement)

A minimum list of five renovation/remediation projects over $10,000.00 completed as a general contractor or subcontractor with an emphasis on window and door replacement, siding and painting (reference names and numbers included)

List of all trade licenses held and maintained by the contractor.

                     Project Labor Agreement (PLA) requirements.

The RFQ will be continually posted through the four-year program period.
