SUMMARY & BACKGROUND:

The Mayor’s Office of Neighborhood Safety and Engagement (MONSE) applied for and received a grant from the Office of Juvenile Justice and Delinquency Prevention (OJJDP) to bolster violence prevention and response efforts at schools within Toledo’s neighborhoods and networks disproportionately impacted by gun violence. These efforts will initially focus on Waite, Scott, and Woodward high schools and their feeder schools. The three-year grant will fund one full time project coordinator, expand Save Our Community’s case management services with two additional staff; provide sub-awards to Good Grief of Northwest Ohio and Sisters 4 Unity to bolster healing and grief support groups for youth and families impacted by gun violence; train more than 50 school personnel in Youth Mental Health First Aid; and establish a working group centered on youth and families directly impacted by gun violence.

 

The funding aligns with recommendations in the Peace in Motion comprehensive plan, including bolstering community and system-level coordinated responses to violence, enhancing youth peer support, integrating services and supports for youth impacted by violence, and sustainability for the Save Our Community program post-ARPA funding.

 

Summary

NOW THEREFORE Be it ordained by the Council of the City of Toledo:

 

                     SECTION 1. That the Mayor is authorized to enter into a contract with the Office of Juvenile Justice and Delinquency Prevention and to accept and deposit the Enhancing School Capacity to Address Youth Violence grant funds in the amount of $1,000,000 into the Operation Grants Fund Account Code 2016-10201-3G01445STDSTD.

 

SECTION 2. That the appropriation of an amount not to exceed $1,000,000 is authorized from the unappropriated balance of the Operation Grants Fund to Account Code 2016-10201-3G01445STDSTD and the expenditure of same is authorized for the purposes of the grant.

 

                     SECTION 3. That the Mayor is authorized to award contracts for the purposes authorized under the grant agreement, upon terms and conditions acceptable to the Director of Mayor’s Office of Neighborhood Safety and Engagement and the Director of Law.

 

SECTION 4. That this Council finds and determines it is in the best interest of the City to waive the competitive procurement requirements of Toledo Municipal Code Chapter 187 for the reason that the grant agreement dictates the use of the funds and subawards are intended to align with recommendations in the Peace in Motion comprehensive plan.

 

SECTION 5. That the Director of Finance is authorized to issue warrant or warrants against the above-mentioned Account Codes in an amount not to exceed that authorized above in payment of the obligations authorized above by the terms of the grant upon presentation of the proper voucher or vouchers.

 

SECTION 6.  That this Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage. The reason for the emergency lies in the fact that this ordinance is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that this ordinance must be immediately effective in order to timely satisfy the requirements of the grant.
