SUMMARY & BACKGROUND:
Ordinances 473-16 and 599-21 previously authorized funding for the Facility Refurbishment project at the Collins Park Water Treatment Plant. This project was implemented to address concerns from the Ohio EPA to improve and restore the facilities in order to maintain a reliable regional water system. Various improvements throughout the facilities need to be completed to improve safety, security, operational flexibility and restorations. To complete these improvements, this ordinance authorizes the expenditure of monies from the Water Bond Improvement Fund.
Summary
NOW THEREFORE Be it ordained by the Council of the City of Toledo:
SECTION 1. That the following projects listed in attachment A in the Water Bond Improvement Fund are authorized for disappropriation.
SECTION 2. That the following projects listed in attachment B in the Water Bond Improvement Fund are authorized for disappropriation.
SECTION 3. That the appropriation of $1,741 is authorized from the Water Bond Improvement Fund to Account Code 6062-32000- 4UB1812STDSTD and the expenditure of an amount not to exceed $1,741 is authorized for the Facility Refurbishment Project.
SECTION 4. That the appropriation of $74,200 is authorized from the Water Bond Improvement Fund to Account Code 6062-32000- 4UB1813STDSTD and the expenditure of an amount not to exceed $74,200 is authorized for the Facility Refurbishment Project.
SECTION 5. That the appropriation of $135,061 is authorized from the Water Bond Improvement Fund to Account Code 6062-32000- 4UB3316STDSTD and the expenditure of an amount not to exceed $135,061 is authorized for the Facility Refurbishment Project.
SECTION 6. That the Mayor is authorized to execute the necessary contract(s), for the design, preparation of plans and specifications, engineering, bidding, construction oversight, testing, permits, renovation, construction, appurtenances, and other related work, tasks, equipment, and materials for the construction, repair, maintenance for the Facility Refurbishment project upon such terms and conditions as shall be approved by the Director of Public Utilities and the Director of Law.
SECTION 7. That the Finance Director is authorized to issue their warrant or warrants against the above Account Codes in an amount not to exceed $211,002 in payment of the above-authorized obligations upon presentation of the proper voucher or vouchers thereof.
SECTION 8. That the disappropriation of any remaining budget to fund balance at project closeout is authorized.
SECTION 9. That this Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage. The reason for the emergency lies in the fact that same is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that this Ordinance must be effective immediately in order to maintain the supply of potable water to the region in an efficient manner.
