SUMMARY & BACKGROUND:
This Ordinance authorizes the acceptance, deposit, appropriation, and expenditure of $131,341.07 from the United States Department of Justice/ Bureau of Justice Assistance/Edward Byrne Memorial Justice Assistance Grant Program. The grant is for the purchase of body armor including vest carriers and Modular Lightweight Load-carrying Equipment (MOLLE) body armor vests. There is no local match to receive the grant.
Summary
NOW THEREFORE Be it ordained by the Council of the City of Toledo:
SECTION 1. That the Mayor is authorized to enter into a grant agreement and to accept and deposit grant funds from the Criminal Justice Coordinating Council (originating from the United States Department of Justice/ Bureau of Justice Assistance/Edward Byrne Memorial Justice Assistance Grant Program 2024-JG-LE-1000 Federal Justice Assistance Grant) in the amount of $131,341.07 into the Operation Grants Funds Account Code 2016-52000-3G07720STDSTD.
SECTION 2. That the amount not to exceed $131,341.07 is authorized for appropriation from the unappropriated grant proceeds of the Operation Grants Fund to Account Code 2016-52000-3G07720STDSTD and the expenditure of same is authorized for the purchase of body armor including vest carriers and Modular Lightweight Load-carrying Equipment (MOLLE) body armor vests.
SECTION 3. That the Mayor is authorized to accept bids and award contracts for the purposes authorized in Section 2, upon terms and conditions acceptable to the Director of Police and the Director of Law.
SECTION 4. That the Finance Director is authorized to draw their warrant or warrants against the above-mentioned Account Code in an amount not to exceed $131,341.07 in payment of the obligations authorized above by the terms of the grant upon presentation of the proper voucher or vouchers.
SECTION 5. This Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage. The reason for the emergency lies in the fact that it is necessary for the immediate preservation of the public peace, health, safety, and property, and to expedite the receipt and expenditure of grant funding.
