Title

SUMMARY & BACKGROUND:
The Department of Public Utilities will be leasing 2 kiosks and placing them in the City to allow customers to pay their public utilities bill. The cost includes integration, implementation, maintenance services, shipping and branding of the Kiosks. DPU will also need to engage armored car services.
Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:
SECTION 1. That the mayor is authorized to enter into and execute a three (3) year contract with the option for two (2) one (1) year renewals with CityBase for the purpose of leasing 2 kiosks, and an armored car service upon terms and conditions approved by the Director of Public Utilities and the Director of Law.
SECTION 2. That the expenditure in an amount not to exceed $170,000 is authorized from the Utility Administration Fund, Account Code 6078-31000-4000524STDSTD, for the kiosks.
SECTION 3. That the competitive procurement requirements of Toledo Municipal Code Chapter 187 are waived for the reason that the Council of the City of Toledo finds that it is in the best interest of the City to utilize an informal bid process to find a local vendor for armored car services.
SECTION 4. That the Finance Director is authorized to issue their warrant or warrants against the above-mentioned account code in amounts not to exceed those authorized above in payment of the above authorized obligations upon presentation of the proper voucher or vouchers.
SECTION 5. That this Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage. The reason for the emergency lies in the fact that this ordinance is necessary for the immediate preservation of the public peace, health, safety, and property and for the further reason that this Ordinance must be immediately effective in order to allow for the timely acquisition of the kiosks and associated services.
