Authorizing the reappropriation of $3,576 from the General Fund One Percent for the Environment to the General Fund Plan Commission budget; authorizing the annual expenditure of $24,961 from the General Fund for the lease of electric vehicles pursuant to the existing Enterprise Fleet Management lease agreement; authorizing the expenditure of $10,000 for the purchase and installation of electric vehicle charging systems; authorizing the Mayor to accept bids and award contracts for said charging systems.

SUMMARY & BACKGROUND:
Ordinance 254-19 authorized the Mayor to enter into a contract with Enterprise Fleet Management for vehicle and equipment replacement for the city’s fleet. The Toledo Lucas County Plan Commissions will utilize this contract to lease vehicles for the Department’s zoning compliance operations. The budget for this expenditure is available in the department’s operating budget within the General Fund and the 1% for the Environment Fund.
After the unanimous passage of R-583-24, Toledo City Council intends to work with the Administration to replace the City’s fleet with cost effective electric vehicles.
As such, to begin the build out of the infrastructure needed for the conversion of the City’s fleet to electric, $10,000 from the 1% for the Environment Fund will be used to purchase and install charging stations where needed in consultation with the division’s needs.
Summary
NOW THEREFORE Be it ordained by the Council of the City of Toledo:
SECTION 1. That the disappropriation of $3,576 is authorized from the General Fund One Percent for the Environment Account Code 1001-24500-6232003ENVONE and the appropriation of same is authorized to the General Fund Plan Commission Account Code 1001-10400-5611001STDSTD.
SECTION 2. That subject to annual appropriations the annual expenditure of an amount not to exceed $24,961 is authorized from the General Fund Account Code 1001-10400-5611001STDSTD for the purpose of leasing electric vehicles for the Toledo Lucas County Plan Commissions zoning compliance operations pursuant to the existing agreement with Enterprise Fleet Management.
SECTION 3. That the expenditure of an amount not exceed $10,000 is authorized from the General Fund One Percent for the Environment Account Code 1001-24500-6232003ENVONE for the purpose of purchasing and installing electric vehicle charging systems.
SECTION 4. That the Mayor is authorized to accept bids and award contracts for the purchase authorized in Section 3, upon terms and conditions acceptable to the Director of Public Service and Director of Law.
SECTION 5. That the Finance Director is authorized to draw warrant or warrants against the above-mentioned Account Codes in amounts not to exceed those authorized above in payment of the above-authorized obligations upon presentation of the proper voucher or vouchers.
SECTION 6. That this Ordinance shall take effect and be in force froma and after the earliest period allowed by law.
