Title

Authorizing the Mayor to enter into an agreement for the replacement of the City of Toledo’s core switching infrastructure; authorizing the expenditure of an amount not to exceed $109,018 for said purpose; waiving the competitive bidding requirements of TMC Chapter 187; and declaring an emergency.

Body

SUMMARY & BACKGROUND:

The existing Cisco Catalyst 6824 switches are approaching end-of-life in October 2025, prompting a proactive refresh to ensure ongoing support, enhanced performance, and long-term network stability.

The cost encompasses the planning, replacement, configuration and validation of the City’s core network switches, replacing the current (3) Cisco Catalyst 6824 24-port switches with a modern, high-performance solution consisting of (2) Cisco Catalyst 9500 48-port switches and (1) Cisco Catalyst 9200L 48-port switch. The new 9200L will integrate with an existing 9200L to support management interfaces and additional copper connectivity.

Summary

NOW THEREFORE Be it ordained by the Council of the City of Toledo:

SECTION 1. That the Mayor is authorized to enter into an agreement with Glass City IT, LLC. for the replacement of the City of Toledo’s core switching infrastructure upon terms and conditions acceptable to the Director Information Technology and the Director of Law.

SECTION 2. That an expenditure in an amount not to exceed $109,018 is authorized from the Capital Improvement Fund 5040-17500-8CP2511ITINFR for the purposes identified in Section 1.

SECTION 3. That this City Council finds and determines it is in the best interest of the City to waive the competitive bid requirements of TMC Chapter 187 for the reason that Glass City IT, LLC. is the most qualified, given their knowledge of the City of Toledo network, to upgrade the City’s core switching infrastructure as a Cisco preferred partner.

SECTION 4.  That the Director of Finance is authorized to issue their warrant or warrants against the above listed Account Code in an amount of up to $109,018 in payment of the obligations incurred pursuant to the agreement authorized in Section 1 upon presentation of proper voucher or vouchers.

SECTION 5.  That this Ordinance is declared to be an emergency measure and shall take effect and be in force immediately from and after its passage.  This ordinance is necessary for the immediate preservation of the public peace, health, safety and property, and will furthermore preserve and maintain security and compliance in the current network environment.
