Authorizing and expressing Toledo City Council’s support for the mayor to prepare and submit applications to participate in the Ohio Public Works Commission, State Capital Improvement and Local Transportation Improvement Programs and to execute agreements as necessary and appropriate for obtaining this financial assistance; and declaring an emergency.

SUMMARY & BACKGROUND:
Both the State Capital Improvement Program and Local Transportation Improvement Program provide financial assistance to political subdivisions for capital improvements to public infrastructure. The infrastructure improvements detailed and delineated in Section 1 are considered to be priority needs for the community and are qualified projects under these Ohio Public Works Commission Programs. Passage of this legislation is procedurally required to allow the City of Toledo to apply for this capital improvement funding.

Summary
NOW, THEREFORE, Be it resolved by the Council of the City of Toledo:
SECTION 1. That this Council supports the mayor’s applications to the Ohio Public Works Commission for funds for the following described projects:
Jackman Road from Alexis to Brim
Ottawa River Road Roundabout
Summit Street/Cherry Street Intersection
Collingwood from Central to Hackett
Starr from East Broadway to Belt
Broadway from Western to Stebbins
Manhattan from Stickney to Wallace
Tremainsville from Laskey to Alexis
Lagrange from Greenbelt to Summit
Heatherdowns from Byrne to Detroit
Hawley from Dorr to Avondale
Hawley from Avondale to Nebraska
Laskey from Secor to Douglas
Laskey from Jackman to Lewis
Laskey from Douglas to Jackman
Laskey from Lewis to Telegraph
Galena from Summit to Champlain
Ashland from Adams to Collingwood
Westwood from Nebraska to Dorr
Secor from Dorr to Bancroft
Executive Parkway from Central to Secor
Large Diameter Sewer Rehabilitation

SECTION 2. That the mayor is authorized to enter into any agreements with the Ohio Public Works Commission as may be necessary and appropriate for obtaining such financial assistance upon such terms and conditions shall be approved by the Director of Public Utilities and the Director of Law.
SECTION 3. That, if the projects described in Section 1 above are approved for financial assistance, the City of Toledo, subject to availability of funds and future appropriations, will commit the necessary funds to meet the local share and make any loan repayments as required in the corresponding project applications and OPWC guidelines.
SECTION 4. That this Resolution is declared to be an emergency measure and shall be in force and effect from and after its passage. The reason for the emergency lies in the fact that this Resolution is necessary for the immediate preservation of the public peace, health, safety and property and for the further reason that this Resolution must be immediately effective in order to permit the timely submittal of funding applications for the above projects.
